Subject: Immediate Release and Replacement of Teachers
TSC has ordered the immediate release of teachers transitioning to secondary schools. County Directors are required to submit details of these teachers to the Commission headquarters from primary school headteachers.
Transition and Replacement Exercise
To avoid disruption of learning, TSC is initiating an immediate replacement exercise for the intern teachers transitioning to secondary schools. Stipend for these teachers will be stopped.
Out of the 5,862 advertised replacement slots, 1,645 Junior Secondary School (JSS) intern teachers have been posted to secondary schools.
TSC started issuing appointment letters to teachers recruited to replace those who exited service through natural attrition on March 6, 2025. The recruitment process involved a vetting exercise between February 17 and 28, 2025 where shortlisted applicants went through document verification. Successful candidates filled employment forms and waited for posting.
Letters of appointment have been issued, posting letters will follow shortly and will be distributed by the respective Sub-County Directors.
Mandatory Social Health Authority (SHA) Registration
All teachers taking up new roles must register with Social Health Authority (SHA) https://afyayangu.go.ke before assuming duty.
Overview of Teacher Replacements
TSC advertised 8,707 replacement positions as follows:
- 5,862Â posts for primary schools
- 21Â posts for junior schools
- 2,824Â posts for secondary schools
This year’s replacement exercise introduced new changes, interns were allowed to apply for the advertised posts. Interns were awarded 50 marks in the replacement scoresheet regardless of their service period.
Challenges and Observations
- Preference for Local Teachers
- Non-local teachers were locked out as TSC prioritized hiring within sub-counties, counties and regions before opening vacancies to teachers from other counties.
- High Interest for Secondary School Positions
- A big number of JSS teachers applied for secondary school posts due to dissatisfaction with working conditions in primary schools. Key issues raised include:
- Heavy workloads
- Unclear career progression
- Inadequate infrastructure and facilities
- Lack of motivation

TSC gave 5 extra marks to PTE holders who upgraded to UDPTE.
Way Forward
After the teacher employment process is complete, TSC will advertise for the remaining vacancies left by the intern teachers.
