KNEC has introduced new rules for 2025 KCSE exams to curb exam malpractice. The new directive shared by TSC on September 2, 2025 prohibits secondary school teachers from invigilating the national exams. Instead, KNEC will deploy primary school teachers as invigilators for KCSE.
Why the Decision
The new directive seeks to eliminate conflicts of interest that have been blamed for cheating during exams. KNEC’s circular states that invigilators and supervisors should not be assigned to centers where they have any personal or professional ties. This is to ensure fairness and integrity in the examination process.
One of the key requirements in the circular is that no supervisor or invigilator will be assigned to a school where they have worked in the last three years. This is to mitigate the risk of bias or undue influence that could compromise the exams.
Other Exams
Besides KCSE, the circular outlines the roles of teachers in other assessments including KJSEA and KPSEA. For 2025 KJSEA, primary school teachers will be used as invigilators while secondary school teachers will be supervisors.
Interestingly, primary school teachers will not have supervisory duties for KJSEA thus maintaining a clear distinction between their role as invigilators and secondary school teachers. For KPSEA, primary school teachers will be invigilators but not supervisors.
Nomination and Deployment
TSC has given detailed guidelines for nomination and deployment of personnel for 2025 national exams. School heads and teachers must be qualified, registered with TSC and of high integrity as they will play a key role in ensuring smooth running of the examination process. Deployment will be done through CP2 system which will be live on September 26, 2025.TSC and KNEC remind all personnel to confirm their details on the online attendance register to ensure tracking and accountability during the exams. Invigilators and supervisors will also be required to fill declaration forms to disclose any conflict of interest. Those found to have ties to an exam centre will be redeployed.
