KNEC Circular: Registration of Grade 9 for KJSEA 2025 by 28th March

KNEC Announces 2025 KJSEA and KPLEA Registration

The Kenya National Examinations Council (KNEC) has opened the registration for Grade 9 students sitting for the 2025 Kenya Junior School Education Assessment (KJSEA) and the Kenya Pre-Vocational Level Education Assessment (KPLEA). Registration starts on March 3, 2025 and ends on March 28, 2025.

Assessment centres must download and review the User Manual from cbasa.knec.ac.ke for more information on the registration process.

1. KJSEA Registration for Grade 9 learners

Heads of institutions must register all Grade 9 learners afresh on the KJSEA Registration Portal (cbasa.knec.ac.ke) within the given registration period.

Eligibility:

  • Learners must be existing in the Grade 9 database.
  • Must have a KPSEA Performance Report.
  • Must have School-Based Assessment (SBA) scores for Grades 7 and 8 in all learning areas.

Important Guidelines:

  • Ghost candidates will result in assessment malpractice penalties, including school de-registration.
  • Heads of institutions must ensure accuracy in learners’ registration details, including:
    • Correct names (as per birth certificates)
    • Gender
    • Year of birth
    • Citizenship
    • Religious education option
    • Special needs and disabilities category (e.g., Braille for visually impaired, Large Print, Hearing Impairment, Physical Disabilities).
  • Transfers at Grade 9 must be done online before April 4, 2025, to avoid duplicate registrations.
  • Heads of institutions must confirm SBA scores for all registered learners.

2. KPLEA Registration

Teachers handling learners in Pre-Vocational Level will determine the readiness of students to sit for KPLEA. Registration will be done on the KPLEA Registration Portal (cbasa.knec.ac.ke).

3. Non-Citizen Learners & Assessment Fees

Government of Kenya will pay assessment fees for all public and private school learners except non-citizens.

  • Non-citizen learners must pay Kes. 4,500.00 on the e-Citizen platform.

4. Assessment Centre Identification

  • Schools with less than 5 candidates must register their learners in an approved KNEC Assessment Centre.
  • Centres with less than 30 candidates will be hosted at an SCDE-approved facility.
  • KNEC reserves the right to reassign candidates to different centres if necessary.

5. New Assessment Centres Registration

KNEC is inspecting new schools that applied to be KNEC Assessment Centres for 2025. Feedback on the acceptance or rejection of these applications will be communicated through Sub-County Directors of Education (SCDEs).

Requirements for Approval:

  • valid school registration certificate from the County Director of Education.
  • Public Health Inspection questionnaire.
  • bank deposit slip proving payment of Kes. 5,000 (public schools) or Kes. 15,000 (private schools).

Deadline for centre inspection: February 21, 2025.

6. New Sub-Counties and Distribution Centres Coding

Newly created sub-counties that need coding must submit the following to KNEC:

  • A copy of the Kenya Gazette Notice.
  • List of schools in the new sub-county, indicating previous and new codes.
  • Location of the Distribution Centre (Container).
  • Details of the Deputy County Commissioner (DCC) or Assistant County Commissioner (ACC) office.

7. Security and Handling of Registration Data

Access to KNEC Portals

  • SCDEs and Heads of Institutions must log into the cbasa portal using their credentials.
  • Passwords are confidential and must be kept by school heads.
  • Lost or forgotten passwords should be reported to js@knec.ac.ke for help.
  • Newly approved centres must change their password upon first login.

Data Protection Compliance

As per the Data Protection Act (2019), Heads of Institutions must:

  • Get parent/guardian consent for learner data collection.
  • Inform them that the data is only for assessment purposes and will be kept secure.

8. Important Dates

  • Registration Period: March 3 – March 28, 2025.
  • No Late Registration after the deadline.
  • SBA Scores & Centre Allocations: By SCDEs before registration closes.
