KUPPET Kisumu Criticizes Flawed Teacher Promotion Process

KUPPET Kisumu has raised concerns over the ongoing teacher promotions by TSC, terming the process unfair and flawed.

KUPPET Concerns

Lack of Transparency
KUPPET Kisumu County Executive Secretary, Zablon Awange, says the promotion interviews are just a formality, TSC already has a list of people to promote.

Disenfranchising Stagnated Teachers
Awange says the promotion formula is skewed, teachers in Nyanza especially in Kisumu are being disenfranchised, many in D1 and C5 have been stagnant for years.

Equal Promotion Slots
The union is against the equal promotion slots per sub-county and county, this is unfair to teachers from other regions at the expense of Kisumu which has more stagnated teachers.

Unfair Acting Position Requirement
KUPPET also opposed the requirement that a teacher must serve in an acting position for six months before getting promotion marks. This according to Awange reduces the chances of deserving teachers to get a fair chance at promotions.

Pre-Determined Interview Scores
Awange described the promotion interviews at Kasagam in Kisumu and other centers as a show teachers are only presenting documents without facing actual interview questions since scores have already been allocated.

Review the Promotion Process

KUPPET Kisumu is now calling on TSC to relook at the promotion process to make it transparent, merit based and free from interests.

The union says the efforts to address teacher stagnation are being undermined by a system that is not fair and ignoring regional disparities in teacher progression.
