TSC Begins Promotion Interviews for Over 19,000 Teachers Across Kenya

TSC will start interviewing this week 19,943 teachers in various sub-counties across the country for promotion. The interviews will start on Wednesday 15th January 2025 as part of TSC’s plan to address stagnation and fill administrative vacancies in public schools.

Primary School Mass Promotions

TSC is promoting primary school teachers especially those in job group C3 who have been in the same job for long without promotion. Promotions will see eligible teachers move to Deputy Headteachers positions.

Sources say the commission is struggling to fill administrative positions in primary schools following the mass retirements in recent years. Another wave of retirements is expected in July 2025 and this will increase the demand for Headteachers and Deputies.

To address the shortage the commission will confirm acting Heads of Institutions (HOIs) and Deputy Heads of Institutions (DHOIs) who have been holding these positions temporarily.

TSC’s Promotion Criteria

The promotion will be done based on a scoring system that will consider:

  • Length of service
  • TPAD scores
  • Age of the candidate

However, teachers are crying foul after TSC reduced the required period for acting positions from one year to six months, which they say is an opportunity for favoritism.

Shortlisted Teachers and Required Documents

Shortlisted candidates have been sent invitation letters. Below are the documents to be presented during the promotion interviews:

Interview Documents

  1. Original National Identity Card (ID)
  2. Original academic certificates (KCSE, PTE, Diploma and Degree certificates)
  3. Letter of appointment to the current grade
  4. Latest payslip
  5. Last promotional letter
  6. Letter assigning responsibility as HOI/DHOI (for those in acting positions)
  7. TPAD reports for 2021, 2022 and 2023
  8. Any other relevant testimonials

Documents to be presented Post-Promotion

After the interviews, successful candidates will be required to present the following documents as per Chapter 6 of the Kenyan Constitution on Leadership and Integrity:

  1. Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  2. HELB Clearance Certificate
  3. KRA Tax Compliance Certificate
  4. **EACC Clearance
  5. CRB Clearance Certificate

School Administrative Challenges

TSC data shows that 3,359 public schools are without a head of institution, 1,918 primary schools without headteachers and 1,441 secondary schools without principals. The commission says this is due to lack of teachers qualified for leadership positions and the rapid registration of new schools which has complicated staffing.
