TSC is processing 46,000 interns to permanent and pensionable (P&P) terms with a promise that once confirmed, the teachers will get paid within the next 30 days.
In a letter dated 7th January 2025, TSC Secretary Kenneth Marangu confirmed the process is ongoing and the Commission will finalize it once the teachers report to their schools.
Key Steps to Fast Track
To make the transition smooth, TSC has assigned three directorates—Staffing, Human Resource Management and Development, and Administrative Services (Records Management)—to coordinate the process.
- Staffing
Staffing Directorate will compile and share the bio-data of all 46,000 teachers. County Directors will also be mobilized to submit entry and exit reports in time so that the payroll can be updated. - Records Management
Administrative Services will file APPTI forms (Appointment and Posting of Teachers Information) and Offer of Employment letters for each teacher. Once the documentation is done, physical files will be sent to Human Resource for payroll processing. - Human Resource
Once the teachers’ files and entry/exit reports are received, Human Resource will start the onboarding process and add the teachers to the payroll immediately.
Overtime Approval
The three directorates have been given 30 days of overtime to meet the 30 days deadline. This is to fast track the process and ensure all teachers are confirmed and paid within the timeframe.

The transition from internship to permanent and pensionable terms is a big deal for the affected teachers as it means job security, better pay and pension benefits. TSC is finally addressing the long pending issue of contractual terms for intern teachers.
This is happening at a time when the education sector is preparing for the new term and the confirmed teachers will be expected to fill the staffing gaps in schools across the country.
