TSC to start post primary teachers’ promotion interviews on Monday January 27, 2025. Primary teachers’ promotion interviews are now complete and ended on January 23, 2025.
Promotions Overview
TSC had advertised 25,288 promotion slots for teachers in both primary and post primary institutions to address staffing gaps occasioned by retirements and other factors. Of these:
- 16,109 were for primary schools.
- 9,179 were for post primary institutions including TTCs and secondary schools.
The promotions received a huge response with 189,000 teachers applying, 96,640 primary school teachers and 44,043 post primary teachers.
Promotion Scoresheet Criteria
The promotion process was guided by a detailed scoresheet with the following criteria:
1. Age
- 55+ years: 30
- 50-54 years: 26
- 45-49 years: 22
- 40-44 years: 18
- 30-39 years: 14
2. Academic Qualifications
- Master’s Degree: 5
- Bachelor’s Degree: 3
- Diploma: 1
3. Experience (Length of Stay in Current Grade)
- 7+ years: 50
- 6 years: 40
- 5 years: 30
- 4 years: 20
- 3 years: 10
4. Teacher Performance Appraisal and Development (TPAD) Ratings
- 81+ points: 10
- 61-80 points: 8
- 41-60 points: 6
- 21-40 points: 4
- 1-20 points: 2

- KNEC Examiner: 4

During Interviews
- Original National ID.
- Academic certificates (KCSE, Diploma, Degree).
- Letter of appointment to the current grade.
- Latest payslip.
- Last promotion letter.
- Letter assigning administrative responsibility (if applicable).
- TPAD reports for 2021, 2022, 2023.
- Any additional testimonials.
After Promotion
- Certificate of Good Conduct from DCI.
- HELB clearance.
- KRA tax compliance certificate.
- EACC clearance.
- CRB clearance.

The 19,943 advertised slots are for post primary and primary positions:
- Chief Principal (T-Scale 15, Grade D5) – 44
- Senior Principal (T-Scale 14, Grade D4) – 129
- Deputy Principal II (T-Scale 12, Grade D2) – 786
- Senior Master III (T-Scale 10, Grade C5) – 1,987
- Senior Teacher I (T-Scale 8, Grade C3) – 4,703
- Others – various roles in primary and post primary schools.
What to do next
Those who will be promoted will get promotion letters and will be posted to schools with vacancies. Those who will not be promoted will get regret letters but can apply in future.
Also, candidates must present Chapter 6 documents as required by the Constitution of Kenya for public service.
Addressing Retirements and Staffing Needs
TSC has reiterated that these promotions are meant to fill the gaps that will be left by the massive retirements of teachers expected in June and August 2025. A budgetary allocation of Ksh 1 billion has been made for the exercise.
