TSC promotion interviews are in their 3rd day today with over 19,943 teachers vying for the 19,943 promotion slots advertised in December 2024. This exercise is to fill vacancies in all job groups from C1 to D4 after TSC got KSh 1 billion from the Treasury.
TSC Promotion Scoresheet Highlights
Unlike previous interviews, this year’s is document verification only with no direct interview. Promotions will be based on:
1. Age
Age is key, older teachers score higher:
- 55+ years: 30
- 50–54 years: 26
- 45–49 years: 22
- 40–44 years: 18
- 30–39 years: 14
2. Length of Stay in Current Grade
Teachers with longer stay in current grade score higher:
- 7 years and above: 50
- 6 years: 40
- 5 years: 30
- 4 years: 20
- 3 years: 10
3. Academic Qualification
More academic qualifications is better:
- Master’s degree: 5
- Bachelor’s degree: 3
- Diploma: 1
4. Teacher Performance Appraisal and Development (TPAD)
Teachers will be evaluated based on their TPAD ratings:
- 81+: 10
- 61–80: 8
- 41–60: 6
- 21–40: 4
- 1–20: 2
5. Other Criteria
- Serving as a KNEC Examiner: 4
- Presentation during interviews: 1

Before the Promotion
- National ID
- Academic certificates (KCSE, PTE, Diploma, and Degree)
- Letter of appointment to current grade
- Latest payslip
- Last promotional letter (if any)
- Responsibility letter (e.g., for acting as HOI/DHOI)
- TPAD reports for 2021, 2022, 2023
- Additional testimonials (if applicable)
After Promotion
Teachers will present the following clearance documents as required by Chapter 6 of the Kenyan Constitution:
- Certificate of Good Conduct (DCI)
- HELB Clearance Certificate
- KRA Tax Compliance Certificate
- EACC Clearance Certificate
- CRB Clearance Certificate
Filling Leadership Vacancies in Schools
The promotion exercise is to address the leadership gap, 3,359 public schools are without heads of institutions. Current data is:
- 1,918 primary schools have no headteachers.
- 1,441 secondary schools have no principals.
3,300 teachers are currently serving in acting capacity will be confirmed in their positions.
Challenges in the Promotion Exercise
- Mass retirements: Many are expected to retire in June and August 2025 and this will worsen the shortage of qualified school heads.
- New school registrations: Many new schools have been registered and this has increased the demand for administrators.
