KPJSSA Releases Updated Rules of Play for Primary and Junior School Sports

The Kenya Primary and Junior Schools Sports Association (KPJSSA) under the Ministry of Education has released new regulations for all regional, county and sub-county secretaries to guide the organization of school sports competitions. The revised guidelines cover equipment standards, team composition, foreign player participation and match duration for various sports.

1. Equipment Specifications

  • Volleyball Net Height
    • Under-15 and Under-12: 2.24 meters
  • Netball Post Height
    • Under-15 and Under-12: 3.05 meters
  • Handball Ball Sizes
    • Under-12: Size 4
    • Under-15: Size 5

2. Composite Team Formation (Primary Level)

  • For wins:
    • 75% of the team should come from the winning team
    • 25% from other teams
  • If the match is decided by penalties or sports kicks:
    • 50% of the team from the winning side
    • 25% from the runners-up
    • 25% from other teams

3. Rules on Foreign Players

  • Handball, Netball and Volleyball
    • Maximum of 3 foreign players can be registered
    • Only 2 can play at any given time
  • Soccer
    • Up to 5 foreign players allowed
    • Only 3 can be fielded at a time
  • Basketball 3×3
    • Only 2 foreign players allowed
    • Only 1 can play at a time

4. Duration of Play per Sport and Age Category

  • Soccer
    • Primary Boys & Girls: 2 halves of 30 minutes each, 10 minutes break
    • Junior Boys & Girls: 2 halves of 35 minutes each, 10 minutes break
  • Handball
    • Primary Boys & Girls: 2 halves of 20 minutes, 15 minutes break
    • Junior Boys & Girls: 2 halves of 25 minutes, 15 minutes break
  • Netball
    • All categories (Primary & Junior, boys and girls):
      • 4 quarters of 10 minutes each
      • 5 minutes break between 1st and 2nd, and 3rd and 4th quarters* 5 minutes break between 1st and 2nd, and 3rd and 4th quarters

These regulations are to ensure uniformity in school sports and fairness, inclusivity and developmental alignment across all regions.
